Set in Benoni, this gripping documentary explores the intersection of crime, environmental neglect, and community resilience through the restorative work of the Clean Projects initiative. Grounded in the Broken Windows Theory, which suggests that visible disorder can breed serious crime, the film examines how rubbish-strewn streets, decaying highways, and abandoned public spaces reflect deeper social fractures. With mistrust in government service delivery and a perception of systemic neglect, citizens mobilise through Clean Projects, alongside private security, to clean and restore spaces, attempting to break cycles of disorder. These interventions reveal the complex relationship between environment and behaviour, where unemployment, economic instability, and desperation contribute to rising crime. Through on-the-ground observation, Broken Windows reveals how ordinary citizens take responsibility where institutions have failed, reclaiming dignity in spaces defined by hardship. Faith, anger, and hope intertwine, forming a complex portrait of South Africa’s socio-political landscape, where small acts of care offer empowerment amid systemic collapse.
